1. Drilling would have to proceed by using compressed air drilling and more powerful explosives for blasting.
  2. Much of Haupt's work would have to be redone because he did not closely follow engineering specifications.
  3. A new Western Portal would have to be constructed, and both ends would need to be widened.
  4. The West end must have a brick tube installed.
